Sprint lights up new LTE markets in Illinois, Indiana, Massachusetts, Kansas and Texas

DNP Sprint lights up five new LTE markets in Illinois, Indiana, Massachusetts, Kansas and Texas

As Sprint continues to play an epic game of LTE catch up, the Now Network has officially flipped the 'on' switch for its 4G customers in the Chicago suburbs of: Addison, Bolingbrook, Des Plaines, Downers Grove, Kankakee, Rockford, Joliet, Naperville, Palatine and Plainfield. Further expanding its not-so-mainstream LTE footprint are Gary, Indiana; Wichita Falls, Texas; New Bedford and Fall River, Massachusetts; and Hutchinson and McPherson, Kansas, too. While these aren't exactly the big markets that many were hoping for, it's good to see that America's third largest carrier is expanding its next-gen coverage for the less populous parts of the country. As for you big city folks patiently waiting for Hesse and company to call your number, rest assured that you haven't been forgotten. We're just hoping that Softbank's latest investment doesn't encounter any additional delays during its LTE rollout, because delays are for the birds.

Food and Drink : PurpleTravel.co.uk : What to order in Andorra

    A guide to Andorra cuisine

While the cuisine in Andorra is often likened to the Catalan cuisine, with its added bonus of French flavours and unique cooking methods, it does deserve a category in its own right. The exclusively traditional, mountain-style gastronomy famed in the Pyrenees has been enriched in Andorra, with much more variety. Set between two countries well-known for their gastronomic products and reputation, you can expect to find hundreds of cheeses, wines, foie gras, Iberian ham, baby squid, piquant potatoes, octopus Galician style, and much more.

The region has cleverly married the best of these local products and traditional recipes with new techniques and experiences. While in the mountains, you can take a meal in a typical rural inn called a borda, and be welcomed warmly by hospitable staff and homely decor or you can try some haute cuisine in one of the many exclusive restaurants offering unique gastronomic experiences. Find your way round the menu with our guide to Andorran cuisine.

The status of escargots ? called, in Catalan, ?cargols? ? approaches that of national dish in Andorra. Snails are typically served as an appetiser and charred in wood or coal ovens, sometimes sauced, but usually kept plain.

Catalan spinach is particularly delicious in Andorra due to its mountainous location. At its simplest, it is sauteed greens with raisins and pine nuts and a little black pepper.
One of the most famous and popular dishes in Andorra is Trinxat, which is basically an alpine take on ?bubble and squeak?. As is the standard in a mountainous climate, the locals learned to make the most of what crops grow best on poor soil and at altitude, so potato frequently features in Andorran dishes. Equally, so does pork, as the mountainous landscape also means that grazing land for cattle is at a minimum. Trinxat, meaning chopped in Catalan, is then a hearty mash of potatoes and cabbage, fried in a skillet-sized cake and garnished with fat back or smoky bacon.
The most surprising thing about Andorran food is the emphasis on seafood.Mountains always mean trout, so that?s a given, but the rest of the seafare on the menu seems more attuned to the coast than to the stream. Squid and octopus ? ?calamar i pop? ? are very popular, as are cod (?bacall??), and anchovies (?seitons?), the Atlantic staples.

Baseball-Tigers look to end 28-year World Series drought

Oct 22 (Reuters) - The Detroit Tigers, populated over the years by some of Major League Baseball's (MLB) most dynamic and colorful players, return to the World Series for the second time in six years looking to end a 28-year title drought.

A charter member of the American League (AL) dating back to 1901, the Tigers have won just four Fall Classic crowns but are peaking along with Detroit's brilliant autumn leaves thanks to a sparkling starting rotation and dangerous lineup.

Led by the towering talents of pitcher Justin Verlander and slugger Miguel Cabrera, the Tigers put an inconsistent campaign behind them down the stretch to overtake the Chicago White Sox for the AL Central division crown.

The Tigers roared back by winning eight of their last 10 regular season games while Chicago lost 11 of their last 15.

Detroit then beat Oakland 3-2 in a best-of-five AL Division Series and swept the top-seeded New York Yankees 4-0 in the AL Championship Series (ALCS) to add the current group's achievements to past glories.

The Tigers were a powerful team in their early days, featuring one of baseball's greatest players in Ty Cobb.

The fiercely combative Cobb led Detroit to three consecutive AL pennants from 1907 but lost each time in the World Series.

Cobb played 22 years in Detroit and still stands first on MLB's all-time career batting average list at .367 and second in hits with 4,191, a total surpassed only by Pete Rose in 1985.

The outfielder so dominated that when the initial Hall of Fame voting took place in 1936 he garnered the most votes, topping Babe Ruth, Honus Wagner, Christy Mathewson and Walter Johnson among Cooperstown's inaugural class.

    LEAN YEARS

Slugger Hank Greenberg, nicknamed "the Hebrew Hammer" as the best known Jewish player of his day, helped Detroit win their first World Series in 1935 and challenged Babe Ruth's single season home run mark of 60 set in 1927, with 58 in 1938.

He served 45 months in the military during World War Two and, after he was discharged, rejoined the Tigers in 1945 and helped them win their second World Series that season.

Though the early years featured high-powered offenses, Detroit won their next crown in the 1968 'Year of the Pitcher.'

Hitters were so overmatched that season that MLB lowered the pitching mound the next year to give hitters a better chance, but in 1968 Detroit's pitchers led them to a seven-game triumph over hard-throwing Bob Gibson and the St. Louis Cardinals.

Portly left-hander Mickey Lolich overshadowed team mate Denny McLain, who won 31 games that season, notching three wins in the Series, including a Game Seven victory on two days rest.

The '70s brought lean years, but 1976 was a season of wonder for rookie Mark "The Bird" Fidrych, whose eccentric patting of the mound and chattering to himself made him a famed figure as the 21-year-old rookie posted a 19-9 mark and 2.34 earned run average (ERA).

The last title for Detroit came in 1984 after a record start of 35-5 propelled them with starter Jack Morris, reliever Willie Hernandez, and Kirk Gibson and Alan Trammel leading the charge.

    ECONOMICALLY DEPRESSED

The 2012 Tigers have given the economically depressed city something to cheer about, as the club surpassed three million in attendance despite the hard times that hit the Detroit area.

This echoes the way the city responded to the Tigers of 1968, bonding in support of the baseball team one year after a bloody five days of rioting in the city left 43 people dead.

These Tigers set their sights on a fifth title in their 111-year existence with their starting rotation pitching lights out.

Verlander, so dominant in 2011 he was a twin winner of MLB's top individual awards in taking the Cy Young as best pitcher and adding AL Most Valuable Player honours, posted a 17-8 mark this season to anchor a rotation that has thrived in the playoffs.

Along with Doug Fister, Max Scherzer and Anibal Sanchez the Tigers allowed just two earned runs in the ALCS, pitching to a 0.66 ERA and holding the Yankees to a batting average of .144.

Cabrera led the league in home runs (44), runs batted in (139) and batting average (.330) to become the first player in 45 years to claim the Triple Crown and forms a potent middle of the order backed by slugging first baseman Prince Fielder and postseason terror Delmon Young.

Fielder (30 homers, 108 RBIs) was added as a free agent after signing a nine-year, $214 million deal, while Young has been a postseason powerhouse.

Young, who hit five homers and drove in six runs in last year's playoff run by Detroit, who reached the ALCS before falling to Texas, slugged a pair of homers and had six RBIs in ALCS against the Yankees. (Reporting by Larry Fine in New York; Editing by Frank Pingue)

Great Tips For Making Commercial Real Estate Decisions | Eric - First

Both novice and veteran investors in commercial real estate can find the market complex and stressful. This article gives details about how you can lower the overall stress level associated with investing in commercial properties.

    Minor Issues

When you are composing a letter of intent, you should emphasize simplicity by negotiating on the bigger issues first, then addressing the minor issues later in the negotiations. This make negotiations less contentious, as coming to agreement on minor issues is naturally easier than agreeing on the big stuff.

TIP! Define yourself as an expert in your field by writing a regular blog on your business website. This is a great way to introduce people to your products and services and also which properties you have available for sale or leasing.

Make sure that any property you?re considering purchasing has access to all the utilities you?ll need. Your business has its own utility needs, but you are most likely going to need water, sewer, electric and possibly even gas.

If you are in a situation where you have to choose between two attractive commercial properties, remember that size matters. Financing may be no more difficult for the large apartment building than the small one. Generally, it?s like buying in bulk; the more you buy, the less each unit is.

Keep in mind when considering investing in apartment complexes that very small complexes can sometimes be more of a hassle than larger complexes. For that reason, some experts in the field recommend avoiding properties that have fewer than ten units. However, every situation is unique. Do your research, and make an educated decision.

TIP! Assemble a group of financial backers consisting of fellow professionals, family members, friends, and colleagues. In this way, you will always have someone to turn to when you are in need of financial support.

If you are considering leasing a property to someone else, then cover all your bases to reduce the risk of a default. If you are able to successfully do this, you?ll find that your probability of having the tenant within the building defaulting will be low. You don?t want tenants defaulting on your leases.

The new space you purchase might need some upgrades and repairs prior to occupation. The changes don?t have to be extensive. You may just want to repaint or rearrange furniture. In many cases, walls must be moved and floorplans rearranged. Decide in advice who will be responsible for these things and try to get landlords or previous owners to pay for some of it.

    Interest Rates

TIP! There are certain differences between commercial and residential property loans. One example is that commercial loans require you to pay a larger percentage for the down payment.

Interest rates fluctuating is a major threat to commercial property investors. It?s completely unpredictable how the markets will be today or tomorrow, let alone a week or month from now, leaving investors vulnerable to changes in interest rates. Evaluate all long-term options, and take the interest rate hikes into consideration.

Be sure to have a professional building inspector go through your property before you put it up for sale. If the inspector finds any problems, you should attend to them promptly.

Ensure you have the best real estate agent, ask if they are successful and judge their response. Inquire about the metrics they use to quantify results. Ask them to explain the methods and techniques they employ. Do not partner up with a broker who is completely the opposite to you in beliefs and the way matters are addressed.

TIP! There are many tax benefits available for commercial investors. For example, commercial real estate investments garner you deductions for interest on top of your benefits for depreciation.

You should try to purchase property which has a significant number of units. Having more units allows you to get more money per unit, and thus spread that investment elsewhere. A lot of buyers won?t give a first glance to properties with nine or less units, and most buyers assume that more units equates to more money making potential.

Find out how to spot and jump on good deals. Professionals in real estate are able to recognize great deals. Similarly, professionals learn how to avoid bad deals and are willing to walk away from a deal when it no longer seems like a good deal. They have the experience to show them when repairs are necessary, how to correctly calculate their risk and which types of properties will help them to meet their financial goals.

Before offering to purchase a commercial property, secure a lender. Local investors and small business owners are often willing to point you in the right direction for reputable lenders. Before you start looking at commercial real estate, choose the lender that is most suitable for you. It will be easier to qualify for your loan when you have all the details organized in advance.

TIP! You should carefully consider the neighborhood in which you purchase commercial real estate. For example, if you?re offering high-priced goods or services, you might want to purchase property in wealthier areas where people are likely to be able to afford to buy from you.

If you plan to finance your next commercial real estate purchase, you should first ensure that you can provide detailed financial statements for prospective lenders. The lending institution will think you are not very responsible with your money and they may not lend it to you.

Don?t underestimate your relationship with private lenders or investors when you buy commercial real estate. For example, those in your network can give you the ?inside scoop? on properties, even those that are unlisted.

    Office Space

TIP! There are numerous ways to save money on the costs associated with cleaning up a property. You?re only liable for cleanup costs if you had an ownership interest for the property in question.

It is important to have a good understanding of your business? requirements prior to searching for a commercial property. It?s important to know the kind of office you will use. If you?re interested in eventually expanding your business, buy more office space than you currently need. This saves money in the long run because prices may be higher by the time you?re ready for more office space.

Take some digital photos of your property. Try to make sure that your pictures shows the defects.

If inspections are included in your real estate transaction, as they usually are, make a request to see the inspectors? credentials. Always check the credentials of workers in insect and pest control as many of them aren?t licensed. Reviewing credentials will help you prevent major issues after you make the purchase.

MLS roundup: Idle San Jose clinches top mark

    Associated Press Sports

    updated 1:26 a.m. ET Oct. 21, 2012

HARRISON, N.J. (AP) - The Red Bulls played a 0-0 tie with Sporting Kansas City on Saturday night, clinching a playoff berth for New York and the Supporters' Shield for San Jose as the team with the best record in Major League Soccer.

New York (15-9-9), which has never won an MLS title, clinched a spot in the 10-team playoffs as Columbus lost 3-2 at D.C. United.

San Jose earned home-field advantage throughout the postseason. The Earthquakes also had the best record in 2005, when they were knocked out in the quarterfinals.

Kansas City (17-7-9) extended its unbeaten streak to 11 games.

Before 25,219, a record crowd at 3-season-old Red Bull Arena, New York pressed the defensive-minded visitors.

KC goalkeeper Jimmy Nielsen, who got his 15th shutout, made a diving save on Dax McCarty's 20-yard, left-footed shot in the 23rd minute, and Kenny Cooper sent the rebound over the crossbar.

Nielsen deflected Cooper's rising shot over the bar in the 41st minute. He raised a hand in the 65th to knock down a 12-yard angled shot by Thierry Henry, then had to prevent an own goal when the ball bounced off a defender.

    DYNAMO 3, UNION 1

HOUSTON (AP) - Oscar Boniek Garcia and Brad Davis scored in the second half, and the Dynamo clinched a spot in the MLS playoffs.

Houston's victory, coupled with Columbus' 3-2 loss at DC United, means the Dynamo (14-8-11) can finish no worse than fifth in the Eastern Conference and are into the postseason for the sixth time in seven years. Houston extended its home unbeaten streak to 25 games, dating to June 2011.

Philadelphia (10-16-6) had won two in a row.

Garcia put the Dynamo up 2-1 in the 71st minute, taking a pass from Brian Ching, settling it down and blasting one from the top of the arc.

Jack McInerney scored in the 19th minute for the Union.

    REVOLUTION 1, FIRE 0

FOXBOROUGH, Mass. (AP) - Diego Fagundez scored in the 17th minute to lead New England to the victory and end a 196-minute scoreless streak for the Revolution.

Fagundez took a pass from Kelyn Rowe and scored from 30 yards.

Bobby Shuttleworth, dressed in pink for breast cancer awareness month, needed to make just one save in his second shutout of the season for New England (8-17-8), which already has been eliminated from playoff contention.

Chicago (17-11-5) already had clinched a playoff berth.

    D.C. UNITED 3, CREW 2

WASHINGTON (AP) - Lewis Neal scored in stoppage time and D.C. United secured its first playoff berth in five seasons.

Marcelo Saragosa and Nick DeLeon also scored for United (17-10-6). The Washington club ran its unbeaten streak to six games and helped eliminate the Crew (14-12-7) from playoff contention.

The win also pushed United's club home unbeaten streak to 16 (12-0-4). United won the last of its four MLS titles in 2004.

Eddie Gaven and Jairo Arrieta each scored their ninth goals of the season for Columbus.

    IMPACT 0, TORONTO FC 0

TORONTO (AP) - Toronto FC's winless streak reached 13 games with the scoreless tie in its home finale.

Toronto's last MLS win was a 2-1 victory over Colorado on July 18. It has earned four of a possible 39 points during its lackluster stretch, going 0-9-4 to drop to 5-20-8 on the season.

Montreal's winless run now stands at five after its third straight draw. It's 0-2-3 since a 3-0 victory over D.C. United on Aug. 25.

The Impact (12-15-6) controlled most of the play but could not convert that edge into goals. Marco Di Vaio had two strong chances in stoppage time but his close-range shot hit a defender before a volley bounced high over the Toronto goal.

    RAPIDS 2, CHIVAS USA 0

CARSON, Calif. (AP) - Martin Rivero and Kamani Hill scored first-half goals for Colorado.

Colorado (10-19-4) won for the first time since Sept. 5 and guaranteed that it won't finish last in the Western Conference. Last-place Chivas (7-18-8) is winless in its last 12 games and has been shut out in six of its last seven.

Burma just opened up after 50 years. But where are all the tourists?

As Myanmar comes out of five decades of Army-imposed hibernation, it is finding the tourist game a tough one to play.

International tourists to the country will tell you that Myanmar (also known as Burma) has some breathtakingly beautiful places to visit. But here's the problem: Tourists are hard to come by.?

Earlier this week, local media reported that in the first nine months of the year, 357,159 tourists entered Myanmar. It will take another year or two for Myanmar to top the 1 million tourists per year mark, says U Naung Naung Han, the general secretary of the Union of Myanmar Travel Association.

While that low number may add to its allure as an off-the-beaten-path destination, compared with the 15 million to 20 million tourists that Thailand and Malaysia both see each year, Myanmar has a long way to go to tap the benefits of a tourist economy as it comes out of five decades of Army-imposed hibernation.

?Look at the example of China,? says Larry Yu, a professor of hospitality management at George Washington University in Washington. ?China opened in ?78 and it took them more than 30 years to become one of the Top 5 tourism destinations in the whole world,??he says adding that because of its size, China was in a better position than Myanmar to absorb large numbers of visitors.

?A lot of tour operators have been trying to attract people for many years, but there was political instability and people were reluctant to visit,? says U Naung Naung Han. ?However, he says that things are actually looking good as more people become aware of the Myanmar government's ongoing economic and political reforms, and since opposition leader Aung San Suu Kyi dropped her long standing support for a tourist boycott as a means of denying revenue and legitimacy to Myanmar's military regime.

Although Myanmar?s tourist numbers are still low, investor visits are on the rise, highlighting poor infrastructure and raising the question of whether Myanmar is actually ready for an influx of visitors.

Already-scarce hotel rooms are being booked up by business delegations and almost-daily investment conferences talking up what is widely-touted as one of the world's last oil and gas ?frontier markets.?

The Traders Hotel lobby?functions as a de facto meeting room for would-be investors and their local contacts, and amid the din of consultant chatter, staff say that the hotel is booked until the end of November, despite a $186 minimum room price. ?If you book in the next couple of days, you might get a room for early December,? advises the person at the reservations desk.

For visitors without expense accounts, $200 nightly room rates are likely too much, but there's not much else on offer, as rooms at mid-range hotels are also being snatched up by corporate visitors.

At Yangon's Central Hotel, marketing manager Ko Ko Naing says that business has increased 30 to 40 percent in the past two years as reforms kick in.

?Mostly we have Asian guests here for business, but more and more Westerners are coming,? he says.

Asked what needs to change to boost tourism in Myanmar, Ko Ko Naing gives a one word answer, ?infrastructure,? adding that better roads and rail are needed, as well as a more reliable power supply.

Despite those plentiful natural resources so beguiling to potential investors, only 25 percent of Myanmar's population has electricity, and even then blackouts are common. ?When it is 40 degrees [C, or 104 degrees F.], visitors want to know for sure the A/C works,? says Ko Ko Naing.

(AP) ? Aaron Rodgers and the Green Bay Packers made themselves right at home in St. Louis.

Backed by a huge contingent of cheeseheads who were every bit as loud as the real home fans, Rodgers passed for three touchdowns and Green Bay's depleted defense clamped down on the Rams in a 30-20 victory on Sunday.

Randall Cobb caught two touchdown passes and Jordy Nelson had eight receptions for a season-best 122 yards for the Packers (4-3). Rookie Casey Hayward made his first start in place of injured Sam Shields and intercepted his fourth pass in three games.

Green Bay ended the Texans' unbeaten start at Houston last week, but had alternated losses and wins the first six weeks. Rodgers was 30 for 37 for 342 yards in his fourth 300-yard game this season.

Steven Jackson ran for his first touchdown of the year, and just the Rams' 10th overall, to trim the deficit to a touchdown midway through the fourth quarter. But Rodgers made a terrific throw to Cobb for a 39-yard pass that put the Packers up by two scores with 3:06 to go.

The Rams (3-4) will surrender home-field advantage next week when they travel to London to play the Patriots.

Chris Givens had a 56-yard reception for St. Louis on a screen pass in the fourth quarter, his fourth straight game with a 50-yard plus reception. Fellow rookie Greg Zuerlein kicked a 50-yard field goal.

Rodgers' numbers were not nearly as flashy as last week, when he tied the franchise record with six touchdowns and no interceptions. But he was very efficient while leading an offense heavily tilted to the pass game and went 9 for 14 on third down.

The Rams were undefeated in the Edward Jones Dome. They opened the home schedule with victories over the Redskins, Seahawks and Cardinals, limiting opponents to 14.7 points per game.

Green Bay played without four defensive starters. Shields (shin, ankle), linebacker Nick Perry (knee) and tackle B.J. Raji (ankle) were inactive. Linebacker D.J. Smith was recently placed on injured reserve.

St. Louis quarterback Sam Bradford was 21 for 34 for 255 yards and an interception, and was sacked three times behind a patchwork line with just two starters left from the opener. Bradford threw a 3-yard touchdown pass to Austin Pettis with 3 seconds to go.

After dominating in time of possession in the first half, holding the ball for more than 18 minutes, the Rams ran just seven plays in the third quarter and were held to minus-7 yards while the Packers had 129 yards and 11:39 in time of possession.

Nelson wrapped up his second straight 100-yard game early in the third quarter, often picking on rookie cornerback Janoris Jenkins. Cobb threw a nice fake on Jenkins in the end zone on a 5-yard catch that put the Packers up 17-6 midway through the third.

Rodgers completed his first nine passes for 115 yards, including a 52-yarder to Nelson that set up a 3-yarder for Nelson's fourth score in two games. The first incompletion came with just over six minutes left in the half when Rodgers slightly overthrew James Jones on a sideline pattern, with Jones able to get just his fingertips on the ball.

The Packers' Jamari Lattimore recovered an onside kick at the Rams 49 after St. Louis' Trumaine Johnson was flipped on his head when he was just about to haul in the ball, setting up a 47-yard field goal by Mason Crosby for a 10-3 lead late in the first.

Zuerlein ended a string of three misses, the last a 66-yarder that had the distance but was wide left at the end of last week's 17-14 loss at Miami, with a 50-yarder that gave the Rams the early lead. Zuerlein is 5 for 7 from 50-plus.

Crosby was wide right and short on a line-drive 58-yard attempt, which would have matched his career best, on the final play of the half.

Introducing the Reporter 30 | Wireless Matrix Blog

You?ve probably been debating GPS fleet tracking solutions for a while now. What?s keeping you from choosing one?

Could it be that you don?t want to go through installing the solution on your vehicles? Many GPS fleet tracking solutions use a GPS device that must be hard-wired under the dashboard. That means pulling your vehicles off the road, covering for the ones out of service, figuring out how to install the device, or having to pay someone to install it ? that translates into a lot of hassle. I can see your reluctance.

But what if there was a simpler way to enable GPS tracking in you vehicles?

There is. Let me introduce the Wireless Matrix Reporter 30.

Cute, huh? We?re pretty proud of it around the office.

But, you ask, what is it?

    • It?s a communications device that integrates GPS and cellular antennas into a small unit that plugs directly into the vehicle on-board computer (OBD-II) diagnostic port ? see how in this quick video.
    • It?s fully compatible with Wireless Matrix?s award-winning GPS fleet tracking solution, FleetOutlook.
    • It monitors fuel consumption.
    • It provides diagnostic trouble codes.
    • It offers immediate fleet visibility and fast return on investment.
    • It makes deploying GPS easier and simpler. We can all use more of that.

Still don?t know if you need GPS tracking?? Check out a demo of the benefits. Then visit our website to discover the Reporter 30 for yourself.

West Bank vote held to help plug Palestinian democracy gap

RAMALLAH, West Bank (Reuters) - Palestinians voted in local elections in the Israel-occupied West Bank on Saturday, their first vote for six years and one with little choice, out of step with democratic revolutions elsewhere in the Arab world.

The results were expected to largely reaffirm the Western-backed, mainly secular Fatah party, which runs a de facto government in the slivers of land not policed by Israel, in the face of a boycott by its Islamist arch-rival, Hamas.

While uprisings brought Arab governments from Morocco to Egypt to accommodate long suppressed Islamist parties, single party rule in the West Bank persists along with Fatah's feud with the more militant and anti-Israel Hamas, which has ruled the coastal Gaza Strip since the two groups clashed in 2007.

"We do not recognize the legitimacy of these elections and we call for them to be stopped in order to protect the Palestinian people and protect their unity," Hamas Prime Minister Ismail Haniyeh said.

Haniyeh, who took office when Hamas won a surprise majority in a parliamentary vote in 2006 - an outcome nullified by the civil war that followed a year later, decried the latest poll as "unilateral elections removed from a national consensus."

Fatah finally found time ripe for the repeatedly-delayed local elections. The party edged out Hamas in university ballots throughout the West Bank earlier this year and opinion polls show flagging support for the Islamist group since it began the uphill task of governing impoverished and crowded Gaza.

With Gaza not participating in Saturday's vote and a majority of West Bank residents living in areas where local councils are running uncontested, the election was less meaningful than in previous years.

Less than half of citizens surveyed by the Palestinian Center for Policy and Survey Research said they would vote, and an even smaller number thought the ballot would be fair.

But fissures within Fatah lent some suspense to the polls. Some local leaders struck out on their own after being spurned from official lists in a sign of personal disputes. They may garner a showing giving them an influential say in local councils.

The mood at efficient and well-policed voting stations in schools and public buildings throughout the West Bank was subdued. Palestinians expressed melancholy at their divisions and the seeming permanence of Israel's 45-year-old occupation.

Cars decked with Fatah and Palestinian flags blaring nationalist anthems made noisy rounds among Bethlehem's polling centers, and candidates hoping to win last-minute support greeted and chatted with voters.

"I heard that the Fatah bloc was made up of good people, so I voted for them," said Amani, 29, who declined to give her last name, drying with tissue her index finger dipped in the indelible purple ink of the voting stations.

"I think in the end all parties have their own political and financial interest in mind. But it is my duty to vote, and so I can say that I've done my part," she said.

    EARLY TO DEMOCRACY

Palestinian Authority President and Fatah chief Mahmoud Abbas emphasized a legacy of democracy as he voted in downtown Ramallah, his capital while Israel denies Palestinian government a seat in the contested holy city of Jerusalem.

"We hope we will be regarded by our brothers in Gaza and everywhere in the Arab world as the ones who first embarked upon democracy, and we continue on this path and we hope everyone will follow us," he told journalists.

Palestinians first held parliamentary elections in 1995, rare among Arab countries at the time and a positive step after the interim Oslo peace accords with Israel the previous year, which have long lapsed and become an albatross for the same, sclerotic Palestinian leadership of the present day.

The Authority faces deepening challenges to its legitimacy. An addiction to foreign economic aid has opened up a financial crisis that exploded into street protests in cities up and down the West Bank last month.

Years of imprisonment and marginalization of Hamas activists in the West Bank have deepened Fatah's near monopoly on power in self-ruled West Bank enclaves.

An aggressive campaign to root out corrupt and insubordinate security officers within Fatah's own cadres this year has further narrowed the ruling clique.

But as economic problems worsen amid the standstill of Palestinians' broader political landscape, many hail the vote as an opportunity to renew institutions and focus on development at the grassroots level.

"Of course, there are positive signs in these elections," the Palestinian al-Quds newspaper wrote in an editorial. "The local authorities have an important role in public services and providing an administration for citizens."

Honduran supreme court rejects 'model cities' idea

TEGUCIGALPA, Honduras (AP) ? Honduras' Supreme Court has struck down a plan to build a series of model cities with their own independent tax and justice systems, a proposal that was meant to spur economic growth in this Central American country struggling with corruption and crime.

Court spokesman Daniel Aguirre said the justices voted 13-2 Wednesday evening that legislation permitting the creation of special development zones outside the jurisdiction of ordinary Honduran law was unconstitutional, partly because it placed Honduran territory out of government control.

Proponents of the model cities project said Thursday that the court decision was a blow to Honduran efforts to attract more international investment. Opponents said they were happy with the decision, which was expected to put an end to the model cities idea.

Authorization for the private cities was passed by the Honduran Congress in January 2011 amid controversy that included objections to handing over control of Honduran territory. A U.S.-based investment group had been expected to put up $15 million to begin building basic infrastructure for the first model city near Puerto Castilla on the Caribbean coast.

An international group of investors and government representatives had promoted the project as a way to bring badly needed economic growth.

The project's aim was to strengthen Honduras' weak government and failing infrastructure, overwhelmed by corruption, drug-related crime and lingering political instability after a 2009 coup.

The "model cities" would have had their own judiciary, laws, governments and police forces. They also would have been empowered to sign international agreements on trade and investment and set their own immigration policy.

The project was opposed by civic groups as well as the indigenous Garifuna people, who said they didn't want their land near Puerto Castilla used in the project. Living along Central America's Caribbean coast, the Garifuna are descendants of the Amazon's Arawak Indians, the Caribbean's Caribes and escaped West African slaves.

Oscar Cruz, a former constitutional prosecutor, filed a motion with the Supreme Court last year challenging the project as unconstitutional and calling it "a catastrophe for Honduras."

"The cities involve the creation of a state within the state, a commercial entity with state powers outside the jurisdiction of the government," Cruz said.

The investors had envisioned textile manufacturing, small-product assembly and outsourced businesses like call centers or data processing as possible industries in the model cities.

They said workers would have been able to live in the cities, and the Honduran laws setting up the private areas guaranteed that any citizen of the country could also live there.
